Born on June 11, 1964, in Prizren. He completed primary education in his hometown and secondary education and Military Academy of Land Forces in Belgrade (former SFRY), graduating in 1988. He obtained an MSc in Public Administration and Political Science in 2011 at Dardania College in Prishtina. He completed his PhD in National Security Studies in 2022 at the University of Library Studies and Information Technologies (SULSIT), Sofia.
He has completed specialized training within the EU Civil Protection Mechanism, including operational and management courses. Koçinaj has participated in and led various training courses and field exercises organized by EU Civil Protection across the Balkans. He serves as Kosovo’s National Training Coordinator and Contact Point for the European Civil Protection Mechanism (UCPM – DG ECHO).
He is active in academic research and international conferences on disaster risk management and public safety, with over 20 years of experience in emergency management and leadership in building civil protection capacities at both national levels of governance in Kosovo.
Since 2021, he has been a member of the Advisory Board of the Faculty of Civil Engineering, delegated by the Emergency Management Agency, Ministry of Internal Affairs, Kosovo.
